Abstract
Summary
Today, almost every country in the world has a segment of its security system that is operated by the private sector which, organizationally, exists as an autonomous entity. Cooperation and links between private and state security systems that arise from the needs and demands of the state institutions in charge of the security system in BiH are clearly present, and their legal framework is defined in accordance with those demands. The current condition of the security sector in BiH is in constant need of updating and adaptation that is imposed by the legal framework, but also the problems in the relationships and cooperation between the private and the sate security sector, inadequate organization and functioning of the professional private security operators, and many other detected problems, all in the service of better adjustment to overall political, legal, cultural, social and other challenges. Although there are efforts on behalf of the state in resolving some of the evident problems in the private security sector, it is necessary to change the focus and the methodology of those efforts. Above all, it is necessary is to completely redefine and redesign the governing structures and the system of management in almost all private security agencies in BiH because they are the reason why the work of those agencies, especially their human resources management, is conducted in a way that is partly illegal and unprofessional manner.
