Abstract

In the situation in which it is objectively impossible to perform an absolute monitoring of nuclear, chemical, and biological (NCB) material Le. due to the objective existence of uncontrolled proliferation of the same, when there exist terrorist organizations the main feature of which is destructiveness, the question of possibility of terrorists’ misuse of NCB material is justly posed, with the purpose of realization of their own motives or, for example, under the instructions or on demand of a government of a state.
